The National Council for Construction (NCC) is a statutory body set up under the National Council for Construction Act No. 13 of 2003 for the promotion, development, training and regulation of the construction industry. The Zambia Green Jobs Programme (ZGJP) was launched in 2013,  with the aim of providing technical and development assistance to enable micro-, small- and medium-scale enterprises to enhance competitiveness and sustainability in the construction industry. The programme is being implemented through five collaborating United Nations (UN) agencies that include the International Labour Organisation (ILO) and the United Nations Environment Programme (UNEP) in partnership with a range of Zambian organisations.
