African Development Bank

The Zambia Renewable Energy Financing Framework is a program co-financed by the Green Climate Fund and African Development Bank (AfDB) to support the Government of the Republic of Zambia in its efforts to catalyze private investment for small-scale renewable energy projects and thereby accelerate the achievement of its electricity generation targets and the diversification of its energy mix. The program aims to finance 100 megawatts of renewable energy independent power producer projects and offer technical assistance to scale-up renewable energy investment in Zambia.

Technical assistance under the Zambia Renewable Energy Financing Framework:

  • supports public sector institutions to create the enabling environment for private investments in the mini-grid and off-grid sector

  • builds the capacity of selected local financial institutions and the Zambian financial industry on renewable energy and infrastructure financing.

This intervention is consistent with the mandate of AfDB and the Green Climate Fund to unlock small- and medium-sized private renewable energy investments.

The USD 58 million Off-Grid Energy Access Fund was launched by the AfDB, the Nordic Development Fund and other partners as part of the Bank’s sponsored Facility for Energy Inclusion, a USD 500 million debt platform to mobilize capital markets support for innovative energy access strategies. The Off-Grid Energy Access Fund supports financially sustainable transactions that engage local capital markets to increase access to clean electricity for underserved households by providing flexible debt instruments to companies in the household energy access sector including consumer credit providers, manufacturers and distributors.

Beyond the Grid Fund Zambia

Beyond the Grid Fund for Zambia is an ambitious new endeavor to bring basic clean energy access to one million Zambians. It is a four-year programme that started in 2016, with a maximum funding level of Swedish krona 200 million. The envisaged approach is designed to stimulate the emergence of new business models while demonstrating sustainability over time. Eligible ventures include power generation, distribution and service provision, equipment supply, utility approaches, consumer financing models as well as investments in the efficient use of energy.

The Fund is administered by the Renewable Energy and Efficiency Partnership on behalf of the Swedish Embassy in Zambia and with the (non-financial) support of Zambian partners such as the Rural Electrification Authority and the Energy Regulation Board. It is open to all relevant industry actors, especially to the independent energy service providers.

CrossBoundary Energy

CrossBoundary Energy is Africa's first dedicated fund for commercial and industrial solar. It funds the SolarAfrica platform and is designed to give African solar developers the tools and finance they need to offer their customers a customized power purchase agreement  solution. CrossBoundary Energy provides financing for distributed solar projects between 100kW and 10MW that serve commercial and industrial clients across Africa.

ElectriFI

ElectriFI is funded by the European Commission with contributions from Power Africa and Sweden.

The total size of the ElectriFI facility is EUR 215 million earmarked as follows:

  • Global window: EUR 121 million (focusing on all emerging markets)
  • Country Windows: EUR 94 million, including EUR 40 million for Zambia

ElectriFI is an impact investment facility, investing in early stage private companies and projects, focusing on new/improved electricity connections as well as on generation capacity from sustainable energy sources in emerging markets.

Typical business models include mini-grids, solar home systems, independent power projects ( and captive power production. ElectriFI financing aims to be additional to other funders’ offering in terms of risk profile and stage of the prospect. Terms are flexible yet commercial.

GET FiT Zambia

The Global Energy Transfer Feed-in-Tariff (GETFiT) Zambia programme, supported by German Development Bank KfW, aims to assist the Government of the Republic of Zambia in the implementation of its Renewable Energy Feed-in-Tariff Strategy, which has an overall goal of promoting diversification of the power sector by adding a portfolio of renewable energy projects, thereby facilitating the achievement of the country’s Nationally Determined Contributions targets.

GETFiT aims to fast-track the generation of small-scale renewable energy projects by supporting small- to medium-scale independent power producer projects of up to 20 MW, with the aim of supporting 200 MW of renewable energy projects until 2020.

InfraCo Africa

InfraCo Africa is part of the Private Infrastructure Development Group (PIDG). It is funded to the value of USD 171 million by the government of the United Kingdom (DFID), the Netherlands (DGIS) and Switzerland (SECO). Mini-grid projects across Sub-Saharan Africa are eligible for funding, though priority will be given to those in Least Developed Countries (LDC), other Low-Income Countries (OLIC) and Fragile or Conflict-Affected States (FCAS), as defined by the Organisation for Economic Co-operation and Development (OECD).

Microgrid Investment Accelerator

The Microgrid Investment Accelerator is a fund which invests in clean energy microgrid companies in Africa and India. The Accelerator is a catalytic investment fund that provides early-stage, risk-tolerant capital to clean energy microgrid developers in order to drive scaled deployment towards commercial viability of microgrids. The Accelerator does this through a flexible investment approach that includes venture debt and preferred or hybrid equity investments that help unlock other pools of funding, such as corporate equity and project-level asset finance. The Microgrid Investment Accelerator has been seed funded by Facebook and has a target capitalization of USD 25 million.

Renewable Energy Performance Platform

The Renewable Energy Performance Platform, which covers Sub-Saharan Africa, is funded by UK’s Department for Business, Energy and Industrial Strategy and the International Climate Finance initiative to the value of GBP 148 million and is supported by the United Nations Environment Programme and the European Investment Bank. The Platform works to mobilize private sector development activity – and investment – in small- to medium-sized projects (typically up to 25 MW). Zambia is one of the countries covered by the fund.

Solar Energy Transformation Fund

The USD 85 million Solar Energy Transformation (SET) Fund, covering Sub-Saharan Africa and India, blends private and public funding to provide debt financing for inventory, working capital, receivables and project finance loans. Zambia is one of the countries covered by the Fund.

The SET Fund has been in existence since February 2019 and has received USD 42.5 million of investment from the Overseas Private Investment Corporation, Calvert Impact Capital, Ceniarth and the IKEA Foundation. The Fund supports the financing of solar products and projects in sectors such as solar home systems, commercial & industrial and productive uses. It offers scalable loans from USD 250,000 to USD 5 million and over.

Transforming Energy Access programme

The United Kingdom Department for International Development's Transforming Energy Access programme has already helped people and businesses across Africa cut 2 million tonnes of carbon emissions and improved the lives of 3.2 million low-income people. It has also leveraged $359 million worth of investments in clean energy from the public and private sectors.

Through this fund, the Department for International Development is aiming to scale up the development of green mini-grids to improve access to clean energy for off-grid communities. This funding, in partnership with the African Development Bank’s Sustainable Energy Fund for Africa and the World Bank’s Energy Sector Management Assistance Program, will increase the numbers of green mini-grids in African countries, including Zambia, from hundreds to thousands. It will also ensure that mini-grids are embedded into the wider energy network.
